Anatel certification for products subject to compulsory certification is a mandatory prerequisite for commercialization and use in the country.

Some of the products/product families eligible for certification include: antennas, power accumulators, coaxial cables, optical cables and optical fibers, data transmission cables, telephone cables, mobile phone chargers, lithium batteries for mobile phones, femtocells, modems for earth stations, radars, mobile phones, restricted radiation transceivers, telephone line alarms, subscriber telephones, among others.
Telecommunication product: equipment, device, apparatus, or component that constitutes a necessary or sufficient means for telecommunications.

The certification applicant sends the product's technical specification to the OCD.
The OCD evaluates whether the product is eligible for homologation. If eligible, the following steps are taken:
The OCD generates the product's Technical Requirement and requests a quotation from Anatel-accredited laboratories for testing;
The OCD prepares a commercial proposal for the applicant;
The applicant approves the OCD's commercial proposal.
The applicant approves the LAB commercial proposal (if applicable).
The applicant receives information on sending samples to laboratories, a list of documents, and the necessary information for each specific type of telecommunications product.
The OCD conducts the technical compliance evaluation of the product (test reports, documents, and applicable information) and issues a technical opinion (Technical Compliance Certificate or Technical Pending Report).
The OCD submits the documents in Anatel's computerized system.
Anatel evaluates the process and, if compliant, issues the Homologation Certificate, allowing the product to be marketed and/or used in the national territory.
Maintenance for the compliance modality based on Certification:
Certification based on Type Testing with Periodic Evaluation of the Product and the Manufacturing Management System every 2 (two) years; and Certification based on Type Testing with Periodic Evaluation of the Product and the Manufacturing Management System every 3 (three) years.
Suspension and Cancellation, according to Section VI – Suspension and Cancellation of the Certificate of Conformity – Resolution No. 715:
Article 52. The Certificate of Conformity may be suspended in the following cases:
I – The interested party fails to implement the necessary adaptations to the certified product as required due to changes or updates in the applicable Technical Standards;
II – The interested party fails to comply with the clauses of the follow-up contract for periodic evaluation or maintenance of the Manufacturer's Management System, established with the Designated Certification Body after certification;
III – The interested party uses the Certificate of Conformity to promote product characteristics that were not evaluated;
IV – The interested party engages in any promotional disclosure of the certification that misleads third parties into believing that the product is different from the certified one;
V – The periodic maintenance of the certification is not verified under the conditions established in this Regulation for a period exceeding 180 days or until the Maintenance is verified;
VI – By determination of Anatel, in case of irregularities in the certification process;
VII – Upon request by the certificate holder.
Article 53. If 180 days elapse after the suspension without correction of non-conformities or without justification accepted by the Certification Body, the Certificate must be canceled.
Sole Paragraph. This does not apply in the case of item VII.
Article 54. The Certification Body must inform Anatel and the Applicant, within the process records, of the decisions regarding suspension or cancellation, returning the process to the Agency, which may approve the act, suspend or revoke the certificate, or request additional clarifications.

Rights and Duties of Applicants and Clients: As established in the ANNEX TO ACT No. 4082, of July 31, 2020, this operational procedure defines the means for exercising rights and fulfilling obligations, in accordance with Articles 19, 21, and 57, §§ 1 and 2 of the Regulation for Conformity Assessment and Homologation of Telecommunications Products, approved by Resolution No. 715, of October 23, 2019.
