Inmetro has published Public Consultation No. 40, dated November 11, 2025, proposing amendments to Ordinance No. 69/2021, which addresses the Technical Quality Regulation (RTQ) and the Conformity Assessment Requirements (RAC) for LED lamps.

Main proposed changes:
- Modification of the scope of the Ordinance, which previously covered LED lamps and now includes Lighting Sources.
- The scope now encompasses LED light sources with a driver integrated into the base or body as a single non-detachable piece, as well as LED light sources with an independent or embedded driver. They may be of any size or shape, either recessed or surface-mounted, and may have fixed or variable color.
- RGB lamps, previously excluded, are now included in this Ordinance.
- Projectors, floodlights, and high bay fixtures for indoor and outdoor use, whether ceiling, floor, or wall-mounted, are now included.
- Change in the classification of light sources to directional (80% of luminous flux within a solid angle of π steradians) or omnidirectional (not directional).
- Update of standards to ABNT NBR IEC 62560:2021, ANSI C78.377:2024, ABNT NBR IEC CISPR 15:2019, IEC-TR 62380:2004, ANSI/IES LM-80-21, IEC 61000-3-2:2024, IEC/TR 61341:2010, ABNT NBR IEC 60061-1:1998, IEC TR 63158, IEC TR 61547-1:2020, and IEC 60598-1:2024.
- Changes in markings on lamps and packaging, and addition of markings on luminaires and their respective packaging.
- Increase in testing requirements with the inclusion of flicker and stroboscopic effect tests.
- Changes in test rotation during maintenance.
- Addition of PBE classification on ENCE labels.
