Inmetro Ordinance nº 222/2026 — Changes to Gas Water Heater Certification Requirements

Dear Colleagues,

We inform you that on April 7, 2026, Inmetro Ordinance nº 222/2026 was published, amending Inmetro Ordinance nº 89 of March 22, 2022. These changes directly affect the Conformity Assessment Requirements (CAR) for Gas Water Heaters of instantaneous and storage types, and impact current certification procedures.

Below are the main changes that will take effect and must be incorporated into certification documents and processes:

Key Changes

• Electrical Tests Included — Based on standards IEC 60335-1:2016 (Ed. 5.2) and IEC 60335-2-102:2017 (Ed. 2.0) for electrical safety of mains-connected appliances.

• New Concept: Basic Electrical Design (Item 4.8) — Becomes a mandatory parameter for family identification, describing essential electrical and constructive attributes for safety. The family format now includes the field _PBXXXX at the end.

• Change in Model 5 Certification — Sampling Location During Maintenance — Sample collection during the maintenance phase will now be conducted exclusively at retail points, eliminating the alternation with factory collection.

• Mandatory Routine Electrical Tests Included (New Annex G) — Manufacturers are now required to perform on each appliance: Grounding Continuity Test (G.2.2), Dielectric Strength Test (G.2.3), and Functional Test (G.2.4), with records maintained and verified by the Certification Body (OCP) during audits.

• Electrical Test Sharing Between Families — Results of electrical safety tests may be shared between families that have the same basic electrical design and critical components from the same supplier.

• Updated Technical Specification Sheet (PET) — Annex B — The Technical Specification Sheet will now include a section on Electrical Characteristics (appliance class, IP rating, voltage, software, remote interfaces, etc.).

• Transitional Deadlines — As of December 31, 2028, domestic manufacturers and importers may only commercialize gas heaters in compliance with the final Ordinance resulting from Public Consultation nº 33/2025. As of December 31, 2030, the same applies to retailers and wholesalers.
